Chief Warrant Officer 5 David Lucy serves as the Command Chief Warrant Officer (CCWO) for U.S. Army Cyber Command (ARCYBER). An El Paso, Texas native, he enlisted in the U.S. Army in 1998.

In 2000 he became a Network Systems Operator-Maintainer (MOS 31F) and served two years with the 82nd Signal Battalion and the 35th Signal Brigade. In 2004, then-SFC Lucy was accepted into the Warrant Officer Cohort and attended Warrant Officer Candidate School. Upon graduation from the Warrant Officer Basic Course, he became a Network Management Technician (MOS 250N).

Lucy served as Network Management Technician for 1st and 2nd Brigade Combat Teams, 10th Mountain Division. from 2005 to 2009. From 2009 to 2012 he was assigned to the 2nd NATO Signal Battalion as Network Operations and Plans Officerin-Charge. Following his completion of the Warrant Officer Advanced Course, he was assigned to the U.S. Army Europe Information Technology Directorate (G6) as Senior Network Management Technician. During that time, he attended Warrant Officer Intermediate Level Education training. In 2013 he was selected to serve as a Network Infrastructure Service Specialist for the Cyber National Mission Force. In 2015 he transferred to the newly created Cyber Warfare Technician MOS (MOS 170A) and stood up three of the active Army’s 20 Cyber Protection Teams. After completing Warrant Officer Senior Service Education, he served as Senior Technical Advisor for the Army Cyber Protection Brigade (CPB) from 2016 to 2018. From 2018 to 2020 he served as Senior Warrant Officer for the Army’s Joint Force Headquarters-Cyber, followed by two years as CPB CCWO. He served as Warrant Officer Division Chief for the Army’s Cyber proponent from 2022 to 2024 and as CCWO of the Army Cyber Center of Excellence from 2024 to 2025.

He deployed five times to Operation Iraqi Freedom, twice to Operation Enduring Freedom in Afghanistan, and once to Operation Unified Protector in Libya.

Lucy has earned master’s degrees in Cybersecurity and Network Engineering, and a doctorate in Cyber Operations.

Lucy’s awards include the Legion of Merit, Bronze Star (one oak leaf cluster), the Defense Meritorious Service Medal, the Meritorious Service Medal (five oak leaf clusters) and the President’s 100 Tab.
